For families raising a child alone because they are not properly receiving child support after a divorce or separation, even KRW 200,000 a month is far from small. The Child Support Advance Payment System, which began in July 2025, is a program in which the state fills this gap first.
Until now, the income limit made it hard for some people to apply at all, and that limit disappears from October 29. In this article, we walk through what changes and who applies and how, based on publicly available government materials. What Is the Child Support Advance Payment System?
Under the Child Support Advance Payment System, the state accepts an application from a child support creditor who has not received child support, pays the child support first, and later recovers it from the non-custodial parent (the debtor) who should have paid. The goal is to ease the financial burden on the side raising the child and to stabilize the upbringing environment of minor children.
Here, a child support creditor means the father or mother designated as the caregiver, or a legal representative, in other words someone who is actually raising a minor child and is entitled to claim child support. A child support debtor, on the other hand, is the father or mother who does not raise the child directly but is obliged to pay child support.
The advance payment made first by the state is recovered from the debtor who is responsible for paying child support. The government has explained that if the debtor does not pay even after a recovery notice and reminders, it can look up income and assets, including financial information, without the debtor’s consent, and collect the money through the compulsory collection method used for national taxes.

What Changes From October 29
The Ministry of Gender Equality and Family said it will completely abolish the income limit of the Child Support Advance Payment System from October 29. Until now only households at 150% or less of the standard median income could apply, but from now on anyone can apply regardless of income, as long as they meet the other requirements, such as having a child support claim and non-payment.
The same content appears in the "Changes Starting in October" feature introduced by Policy Briefing. It says that, if the requirements are met, support of KRW 200,000 a month per child is provided until age 18 for minor children who are not receiving child support from the non-custodial parent.

Who Is Eligible and How Much
As summarized by Policy Briefing at the time of the September 2025 improvement, applicants are child support creditors raising a child aged 18 or younger. The requirements other than income were described as follows. Keep in mind that even when the income limit disappears, the other requirements can still be checked as they are.
- The debtor who must pay child support regularly has paid no child support at all for 3 or more of the months (or payments) immediately before the month of the application. Or, the monthly average child support paid during the 3 months immediately before applying is less than the advance payment amount (excluded, however, if there is a month in which the full amount was paid)
- The applicant has applied to the Child Support Agency for legal aid or debt collection support to secure child support payment, or a procedure to secure child support payment is in progress or has been completed
Examples of procedures recognized as securing payment have also been published. They include the direct payment order, security order, lump-sum payment order and performance order procedures under the Family Litigation Act, compulsory execution procedures under the Civil Execution Act, and the driver’s license suspension, travel ban and name disclosure procedures under the Child Support Performance Act.
The support amount is capped at KRW 200,000 a month per minor child. However, the amount paid cannot exceed the child support stated in an enforceable title such as a child support obligation record or a court judgment. If the debtor pays child support equal to or more than the advance payment amount in a given month, the advance payment for that month is suspended.

How to Apply and the Payment Schedule
You apply on the Child Support Agency website or by mail. The September 2026 press release from the Ministry of Gender Equality and Family gives the website address as http://www.childsupport.go.kr. For details such as application forms, check the resource section of the website. For consultation and inquiries, you can call the Child Support Agency’s main line at 1644-6621.
Applications that are received are decided after a review of whether the requirements are met. The guide says payment is made on the 25th of each month after approval. Checking the required documents and forms in advance will give you more peace of mind.

Things to Know Before Applying
First, the advance payment is ultimately recovered from the non-custodial parent. They say that once the advance payment is decided to be appropriate, the child support debtor is also notified of that fact and told that recovery is planned. Understanding this structure before you apply makes the later process less startling.
Second, the removal of the income limit does not mean every family automatically qualifies. A child support claim must be confirmed, and other requirements such as a state of non-payment must also be met. To satisfy the requirement of efforts to secure payment, you may first need to apply for the Child Support Agency’s legal aid or debt collection support.
Third, you need to cooperate with the review. The guide says that if a recipient refuses an investigation to confirm a change or loss of the grounds for advance payment, the advance payment may be suspended. If your family situation changes, don’t hide it; let the agency know.
Fourth, please remember the date precisely. The abolition of the income limit applies from October 29. Whether you can apply under the changed criteria before that date was not in the materials I checked. Before rushing to submit, I recommend inquiring first.
Meanwhile, the Ministry of Gender Equality and Family said it has allocated KRW 651 billion for single-parent family support in the 2027 budget proposal, an increase of KRW 25 billion over this year. Besides expanding the welfare benefit recipients and medical and housing support, it said it will continue support for securing child support payment, including operating the Child Support Advance Payment System. The budget proposal is finalized after review by the National Assembly, so the final content may differ.
