When autumn arrives, many of us stop and ask, "Is there any support I missed this time?" For many support programs there is no way to receive the money once the application period passes, so it is much easier to have them listed in order of the nearest deadline.

First, a heads-up. Within the range I verified in official sources, Youth Future Savings Round 2 was the only nationwide program closing within October. The others close in November and December, so don’t put them off because you have time; check your eligibility now. Support run separately by local governments is not included in this article. Eligibility for many Korean programs depends on residency or registration status in Korea, so please confirm on the official site.

The first deadline in the table is Youth Future Savings. Applications start on October 7, and for the first two days they run on an odd/even system based on the last digit of your birth year. If your age group applies, write the schedule on your calendar first.

October Deadline: Youth Future Savings Round 2

Youth Future Savings lets you deposit freely up to KRW 500,000 a month for 3 years, with the government adding a contribution at a set rate. Applications can be made only in the participating institutions’ mobile apps, from October 7 to 16.

The income criteria are total salary of KRW 75 million or less, or a small business owner with annual sales of KRW 300 million or less, plus household income at 200% or less of the median. The contribution is 6% for the standard type and 12% for the preferred type, and if your total salary is above KRW 60 million, you receive only the tax-exemption benefit without a contribution.

Screening runs from October 19 to November 13, and if you pass, you open your account between November 16 and 27. Youth Leap Account holders get one more chance to switch in this round. We have covered the details in a separate article.

November and December Deadlines: Three Easy-to-Miss Programs

The Culture Nuri Card is for basic livelihood recipients and legally designated near-poverty households aged 6 or older. This year’s annual support is KRW 150,000, and teenagers (ages 13–18) and people aged 60–64 get an extra KRW 10,000, for KRW 160,000. Issuance runs until November 30, and the card can be used until December 31.

If you spent KRW 30,000 or more on the Culture Nuri Card last year and your eligibility is still valid this year, the support is charged to your card automatically without a separate application. If you are a first-time recipient, you can apply at a community service center, on the Culture Nuri website, or in the app.

Late applications for the Earned Income and Child Tax Credits are for people who missed the regular application period (May 1 to June 1). You can apply until December 1, but only 95% of the calculated amount is paid. That is 5% less than with a regular application, so it is better to apply as soon as possible.

For the Energy Voucher, you apply by December 31, and once selected you can use it until May 31, 2027. The support amount ranges from KRW 295,200 for a one-person household to KRW 701,300 for households of four or more, depending on household size. Child Support Advance Payment Changes from October 29

Under the Child Support Advance Payment System, the state first pays child support to single-parent families and others who have not received child support from the non-custodial parent, and later recovers it from the non-custodial parent. Until now, only households at 150% or less of the standard median income could apply.

The Ministry of Gender Equality and Family said it will abolish this income limit from October 29. Regardless of income, you can apply if you meet the other requirements, such as having a child support claim and non-payment. The support is KRW 200,000 a month per minor child.

When you search, you still see a lot of terms like "consumption coupons" and "relief payments." But the two programs below have already ended, both for applications and for use. If you come across an article or text message that presents them as new support, be suspicious first.

The government once announced, regarding the consumption coupons, that it would not send text messages containing internet addresses (URLs). If you receive a text impersonating a support program, do not click the link; delete it, and if in doubt, check directly through the institution’s official phone number.

Getting What You Need Ready for Each Program

Right before a deadline, many people are caught off guard by heavy traffic or missing documents. Here is a short list, by program, of what the official guides say to prepare.

  • Youth Future Savings: the app of the institution you plan to use, a means of identity verification, and a checking account. If you apply as a small business owner, you must first obtain a small business owner certificate before applying.
  • Earned Income and Child Tax Credits: the QR code or mobile notice from your notification, and a certificate for logging in to Hometax. If you did not receive the notice, you can apply directly by attaching supporting documents, such as an income confirmation issued by your workplace, on Hometax.
  • Energy Voucher: you need the energy voucher issuance application form. For the bill-deduction method, you can submit one utility bill (electricity, city gas or district heating; the maintenance fee bill for apartments), and depending on household member characteristics, documents such as a medical certificate or a family relation certificate.
  • Culture Nuri Card: first-time recipients apply at a community service center or on the Culture Nuri website or app. Checking first whether you are eligible for automatic charging can save you trouble.

Applications on someone else’s behalf for the Energy Voucher are in-person only and cannot be made online. If you are applying for a family member who has difficulty getting around, bring a copy of the agent’s ID and a power of attorney to the community service center.

How to Avoid Missing Support

  • Sign up for National Secretary (국민비서) alerts: a service used for notices about consumption coupons, tax credits and the Culture Nuri Card. You can sign up in the Naver, KakaoTalk or Toss apps.
  • Regularly search Bokjiro and Gov24 for services that fit your situation
  • Enter the deadlines in your phone calendar in advance: October 16, November 30, December 1, December 31
  • If you need to apply on someone’s behalf or in person, prepare documents such as ID and a power of attorney in advance

In particular, the Energy Voucher and the Culture Nuri Card sometimes continue automatically if you received the benefit the previous year. Rather than relying on that, it is better to check once whether your own eligibility has changed and whether a notification text has arrived.
